I received a broken collar bone and delay PTSD (roughly 6 months later) the Dr said I have permanent severe injury alone with a a AC joint that always making a clicking sound also received 2 injection. Had IME the insurance doctor said I should not left anything over 30lbs and there was some disability time of the exam Should I get over 100,000 in settlement suing both insurance party's

Answer

It's always interesting to see a positive IME from an insurance co. physician. A permanent "severe" injury affecting the range of motion of you arm is a major life-altering disability, in my opinion, which will affect you for the rest of your life. I just hope you're not doing this without a lawyer.
